The World Cultural Council is constituted by a Directive Board presided by Dr. José Rafael Estrada and an Interdisciplinary Committee formed by eminent scientific personalities in sixty countries over the world.

The Directive Board receives support from private grants through a Board of Trustees.

The World Cultural Council acknowledges individuals or institutions that have made outstanding achievements in science, education and the arts by means of its awards.

The aspirants to the Awards may be selected and proposed only through the following authorities in the world.

• The President, the Prime Minister.
  
  
• Ministers of Science and Technology or Culture and Education.
  
  
• Directors of Institutes and Organisations.
  
  
• Rectors of Universities.
  
  
• Members of the World Cultural Council.
  
  
• Outstanding personalities in Science and Culture.
